Systems – Formal Land Administration and Community-Led Approaches

In this activity participants will be able to openly discuss the concepts and categories of formal and community land administration approaches. Participants will be able to use their individual knowledge and associate theoretical concepts with real life examples.

ACTIVITY
1. Ili kufanya shughuli hii, the participants should be divided into two large groups. Hakikisha kuwa vikundi vinawakilishwa kwa usawa, usawa wa kijinsia, and composed with participants of different sectors and/or locations
2. Assign each group a category to represent: Formal Land Administration and Community Land Administration. Note that the allocation of participants to the groups can be voluntarily or assigned systematically.
3. Start the discussion by providing an explanation of what is expected from the groups:
a. Describe the various components of a land administration system (laws and regulations, process of surveying and mapping land, roles and responsibilities, na kadhalika)
b. Decision making process (hierarchy of decisions and consultation process)
c. Jurisdictional mandate (where does the state power end and where the customary system begin)
4. Each group will discuss these points in relation to their group’s category of land administration.
5. Write the responses on a flip chart.
6. Kwa mjadala wa jumla, each group should provide arguments supporting the views on the type of land administration discussed.
7. Give each group 10 minutes to present their findings.
8. Mwishoni, the facilitator summarizes the overall view of both types of land administration and explains how they work in practice.
